  • Robert Hickes is a senior manager in the public services practice of BearingPoint, one of the worlds largest consulting firms.  He is the national lead responsible for the emerging field of homeland security.  Additionally, he is involved in consulting, developing strategies and recommending technology solutions for the law enforcement and public safety arena at the state and local level.

     

    Prior to coming to BearingPoint, Mr. Hickes served the Pennsylvania State Police for thirty years.  He was the deputy commissioner of operations from 1991 to 1995 and the deputy commissioner of staff from 1998 to 2002.  For over a decade he was involved at the highest level of Pennsylvania state government in the planning and implementation of operational and technological projects for law enforcement and public safety.  He commanded Pennsylvania’s law enforcement response the crash of United Airlines flight 93 on 09/11/2001, as well as numerous other catastrophic and emergency events throughout his law enforcement career.  Some of his other experiences include supervision of procurement and integration of one of the largest technology solutions for any state police organization, as well as management of a multi-agency statewide justice network, which was responsible for the development and implementation of cost effective information sharing, proper accessibility and security controls for criminal justice information systems.  In addition to his deputy commissioner duties, his career also included extensive work in internal affairs/professional responsibility, liquor enforcement and police training.

     

    Mr. Hickes has a master of public administration degree from Shippensburg University and is a member of the International Association of Chiefs of Police, the FBI National Academy Associates, the Pennsylvania Chiefs of Police Association and the American Society for Industrial Security.
