Dr. Richard Burley

Dr. Richard Burley is a 1956 graduate of Tyrone Area High School. After graduation, Dr. Burley attended Penn State University where he graduated with an Associate Degree in Drafting Design Technology. He then attended California University where he attained a Bachelors Degree in Industrial Arts. In 1968, Dr. Burley received his Masters of Education in Industrial Arts and Vocational Industrial Education from Penn State University. In 1983, he received his Doctor of Education from Penn State in Industrial Vocational Education.
Dr. Burley has 37 years of experience in education, which includes nine years teaching Vocational and Technical Drafting at the Tyrone Area School District, 10 years as Administrator and Assistant Director at the Altoona Area Vocational School and 18 years as Executive Director of the Lancaster County Career and Technology Centers. He was also a member of several professional fraternities including Iota Lambda Sigma and Phi Delta Kappa. In addition to teaching, Dr. Burley was employed 5+ years as Director of System Mechanical Training for Consolidated Rail Corporation (Conrail) with offices in Philadelphia and Altoona and served in several professional organizations including Vice-President and President of the National Mechanical Training Officers Association. In addition to professional organizations, Dr. Burley has been involved in numerous civic organizations such as the Board of Directors of Junior Achievement of Lancaster, Private Industry Council of Lancaster, MANTEC, Leadership Lancaster and Lancaster Campus HACC.
In June 2002, Dr. Burley retired as Executive Director of the Lancaster County Career and Technology Center after serving in that post since 1984. Dr. Burley and his wife, Peggy, reside in Lancaster, PA. They have been blessed with five children: Chrissie, Rich, Jennifer, Rebecca, and Meg, and seven grandchildren.
